Employment data collection activities through Sakernas were first implemented in 1976. Until now, Sakernas has undergone various changes in implementation time, estimated level, coverage, and methodology. The labor theory approach used in Sakernas since 1984 uses the Standard Labor Force Concept as set forth in the 13th International Conference of Labor Statisticians (ICLS) 1982. In 2013, the International Labor Organization (ILO) organized the 19th ICLS which resulted in the development of several definitions of labor variables, as well as adjusting the concept of productive activities (Work) with the general production limits of the National Balance Sheet System (SNA).\n\nIn addition, current employment issues are growing, such as with the emergence of informal employment phenomena, decent work demands, and home-based work. It is therefore considered necessary to collect data related to the phenomenon. The change in the concept and measures of employment statistics defined in ICLS 19 and the development of labor issues has incentivized to redesign the Sakernas questionnaire, in order to manage the evolution of labor statistics.\n\nIn the Sakernas 2016 questionnaire, several new variables adopted the standard, size, and classification of labor statistics based on ICLS 19, while there were also additional variables related to labor issues such as the formal and informal sector, decent work, home-based workers, workers with disabilities, and labor mobility. SAK16.DSRT sampling document is then taken by the supervisor and submitted to the enumerator to be enumerated in the field.
