Country Opinion Survey
The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank Group’s clients, partners, and other stakeholders across the globe in client countries. The Public Opinion Research Group surveyed 29 countries in FY2012 (July 2011-June 2012), 41 countries in FY2013 (July 2012-June 2013), 42 countries in FY2014 (July 2013-June 2014), 35 countries in FY2015 (July 2014-June 2015), 45 countries in FY2016 (July 2015-June 2016), 35 countries in FY2017 (July 2016-June 2017), 39 countries in FY2018 (July 2017-June 2018), 42 countries in FY2019 (July 2018-June 2019), and 21 countries in FY2020 (July 2019-June 2020). In FY2021, surveys were conducted in 45 countries. Nearly all of the World Bank Group’s client countries are surveyed in every three year cycle.

The Country Opinion Survey in Lesotho assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Lesotho perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Lesotho on 1) their views regarding the general environment in Lesotho; 2) their overall attitudes toward the WBG in Lesotho; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Lesotho; and 4) their perceptions of the WBG’s future role in Lesotho.

From January 2021 to April 2021, 489 stakeholders of the WBG in Lesotho were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. Participants were drawn from the Office of the President; Prime Minister; office of a minister; office of a parliamentarian/senator; ministries/ministerial departments/implementation agencies; Project Management Units (PMUs) overseeing implementation of WBG projects; consultants/contractors working on WBG-supported projects/programs; local governments; independent government institutions; the judicial system; state-owned enterprises; bilateral and multilateral agencies; private sector organizations; the financial sector/private banks; private foundations; NGOs and community based organizations; trade unions; faith-based groups; youth and women groups; academia/research institutes/think tanks; the media; and other organizations.

The results in this year’s Country Survey were compared to those in the Country Survey conducted in FY’18 (response rate was 51%, N=175). Data were weighted to reach the same stakeholder composition in two years, which allows for year comparisons. Stakeholder groups which were not present in both fiscal years were not included in the comparison. Respondents who belonged to the “other” stakeholder category were not included either. As a result, mean ratings, percentages of respondents, and the total number of respondents in both years are slightly different from those of the original data reported in the FY’18 COS report and the non-weighted data presented in appendices A, B, C and E. For the weighted stakeholder breakdown and year comparison results, please refer to Appendix D in attached report found in 'Documentation'.
