PCBS\u2019 Services Statistics Program is part of the Economic Statistics Program, which is part of the larger program for establishing the System of Official Statistics for Palestine. PCBS initiated, in the reference year 1994, the economic surveys series. The series includes, in addition to the services survey, surveys on industry, internal trade construction-contractors, and transport and storage sectors for the purpose of establishing a time series data base of economic activities in line with international recommendations specified in System of National Account (SNA) 93 and in the UN manual for Services Statistics. The sampling frame for the different economic surveys was based on the findings of the 2007 Establishment Census conducted by PCBS. \n\nObjectives:\nThe objective of the survey was to obtain data on:\n\n1. Number of enterprises and persons engaged in services by activity and location.\n2. Value of output, intermediate consumption and stocks.\n3. Value added components.\n4. Payments and transfers.\n5. Contribution of the surveyed activities to the GDP and other National Accounts variables.\n\nTarget Population\n\nPCBS depends on the International and Industrial Classification of all economic activities, version 3, (ISIC - 3) by the United Nation to classify the economic activities. All enterprises and establishments are classified according to the Establishments Census 2007, which works in agreement with (ISIC - 3).  \nThe services survey covers the following activities:\n1. Hotels and Restaurants\n2. Real Estate, Renting and Business Activities\n3. Education\n4. Health and Social Work\n5. Contribution of the surveyed activities to the GDP and other National Accounts variables.\n\nConcepts and Definitions\nThis chapter presents the definitions of the concepts used in the preparation of the survey tools on which data collection and processing are based. These concepts and their definitions are based on international recommendations in the fields of economic statistics and national accounts while taking into account the particular aspects of the Palestinian Territory.\n\nStatistical Unit \nIt is an economic entity that is capable, in its own right, of owning assets, incurring liabilities and engaging in economic activities and in transactions with other entities.\n\nPersons Engaged\nMales and females working in the enterprise including owners, self-employed, unpaid family members, or waged workers who receive their compensations in cash or in kind during a specific reference period. However, this term does not include trainees or those on assignments outside the enterprises or in long unpaid leaves. \n\nOutput\nIt is the value of the final products of goods and services produced by a certain establishment which is used by other units for self-consumed or for the purposes of self gross fixed capital formation. Production includes two categories: Final products and the so-called (under operating products). Production can be classified as follows: Market outputs, Outputs of private account, and  other non-market outputs. \nIntermediate Consumption.\n\nIt is the  value of the goods and services consumed as inputs, used up or transformed during the production process. It is measured during a specific period in time in a way similar to measuring production. Intermediate consumption is estimated by purchase price, which is defined as the producers' price plus transportation and wholesale and retail trade margins. The value of the gross intermediate consumption on the level of the total economy is the same whether calculated by purchase or producers' price. However, on the detailed level, the two evaluations vary.\n  \nValue Added\nValue added is a central concept of production and refers to the generated value of any unit that carries out any productive activity. Gross value added is defined as the value of gross production less the value of intermediate consumption.\n\nCompensations of Employees\nCompensation of employees is the total remuneration, in cash or in kind, including social security contributions, payable by an enterprise to an employee in return for work done by the latter.\n\nTaxes on Product \nThose are taxes that are compulsory cash or in kind payments payable by producers to the general government. it consist of taxes on products payable on goods and services at production, sale, or exchange and other taxes payable on production by resident producers as a result of carrying out the production process.\n\nAssets \nIt is tangible or intangible (computer software, artistic original) that comes as an output of the production process .It is used frequently or continuously in other production process for more than one year period.\n\nDepreciation \nIt is the value of the assets which can be reproduced and depreciated during the year, depreciation is calculated on the current substitutive value.\n\nOperating surplus\nValue added minus (compensation of employees plus net taxes on production minus subsidies and custom fees plus depreciation).\n \nGross Fixed Capital Formation\nIt is the value of what producers own less what they spend on new and used capital goods.\n\nMain Economic Activity\nIs the main work of the enterprise based on the (ISIC, rev3) and that contribute by the large proportion of the value added, whenever more than one activity exist in the enterprise.\n\nWest Bank: \nMeans West Bank excluding those parts of Jerusalem which were annexed by Israel in 1967.\n\nJerusalem ( J1):\nThose parts of Jerusalem which were annexed by Israel in 1967."},"method":{"data_collection":{"data_collectors":[{"name":"Palestinian Central Bureau of Statistics","abbreviation":"PCBS","affiliation":"Palestinian National Authority"}],"sampling_procedure":"Sample and Frame\n\nThe sample of the Services Survey is a single-stage stratified random - systematic sample in which the enterprise constitutes the primary sampling unit (PSU). Enterprises assets.","coll_situation":"Data Collecting\n\nQuestionnaire Test:\nDoing a primitive pretest during two days to make a technical study of the questionnaire, study the rejection and the data quality.\n\nWorkers Selection and Training:\nThe interviewers in the fieldwork are selected from the experienced ones in the statistical work and they are also trained theoretically and practically.\n\n Fieldwork operations:  \nThey are initiated after the recruitment and training of qualified interviewers. The PCBS's Fieldwork Directorate administers fieldwork activities including interviewing activities.\n\nData Gathering Method:\nData are gathered by using an interview with the enterprise owner or general manager by applying the survey questionnaire.\n\nFieldwork Editing:\nThe interviewer and supervisor firstly edit technically the questionnaire according to editing rules.\n\nOffice Editing: \nThe office editor also edits the questionnaire in order to be ready to be sent to coding and data entry.\n\nCoding:\nAfter the editor finishes editing the questionnaire, a coding are used according to (ISIC - 3), then the questionnaire is transferred to data entry.","act_min":"For ensuring data quality, a series of measures were taken into account that support accuracy of data collection through the following:\n- Selection of specialized fieldwork team of economic background, the team was trained theoretically and practically on the survey questionnaire.\n- The main fieldwork team was selected according to the training course.\n- Fieldwork visits by both fieldwork and project management staff for monitoring and following up data collection process and progress of work. An average of two visits for each governorate, about 90% of completed questionnaires was reviewed and corrected if needed, comments and notes were directed to the team accordingly.\n- Different levels of supervision and monitoring took place a according to the following division:\n- Fieldworkers\n- Fieldworkers supervisors \n- Fieldwork coordinator. (Each of them had responsibilities in monitoring )  \n- Project management receive a daily progress report about completeness and response.\n- Conducting a refreshment training course during the stage of data collection for emphasizing the main issues of training and answering questions of fieldworkers about issues they faced in the field.\n- We made another visit to some institutions which were visited by the researchers to confirm the accuracy of the data that had been given to researchers and that called the interview, these institutions were selected randomly by withdrawing a random sample of 10% of the original sample of the survey, and then the data were compared with data from series surveys.","weight":"Weighting and Estimation\n\nThe sampling weight of the enterprise is the mathematical inverse of the probability selection of that enterprise. It is necessary to use weights in the estimation of the survey society because of the differentiation in the probability of enterprises' selection from another.
