Income/Expenditure/Household Survey [hh/ies]
The Department of Census and Statistics conducts Household Income and Expenditure Survey once in every five years time. This survey is the fifth in the series and was conducted during the period from January 2002 to December 2002 in all provinces other than Northern and Eastern provinces in Sri Lanka. The data collection in the field is done in twelve monthly rounds to capture the seasonal variation of Income and Expenditure patterns of household.
The objectives of this survey are:-
- To study the income patterns of various segments of the population
- To observe the consumption patterns
- To compute nutritional intake of the population
- To obtain weighting factors for calculating the cost of living or price indices
- To calculate poverty indices
- To make decisions related to imports and exports of agricultural products
- To formulate national policies for social welfare programmes
- To identify areas to establish specific development projects
- To identify what public goods or services needed for various segments of the population
- To obtain other indices for policy formulation

The scope of HIES 2002 includes
Demographic Characteristics - Sex, Age, Ethnicity, Religion, Level of education, Marital status, Activity
Expenditure - Daily consumption on food, drink and tobacco
Household expenditure on Housing, Fuel and Light, Non -durable goods, Services and Consumer durables for main Household
Household expenditure on Housing, Fuel and Light, Non -durable goods, Services and Consumer durables for Boarders and Domestic Servants
Income - Income from paid employments / during last four weeks / during last calendar month
Other cash receipt of the household members during last calendar month/last 12 months
Income from non-agricultural activities during last colander month
Income from agricultural activities - paddy, Other seasonal crops and Tobacco
Income from other agricultural activities
Income in kind during last calendar month

Due to the conditions prevailed and unavailability of a proper sampling frame the survey was not conducted in the northern and the Eastern provinces but a separate survey was conducted in six monthly rounds starting from Sept 2002 to March 2003.

Sampling
A two stage stratified random sample design was used in the survey. Urban, Rural and Estate sectors of the district are the domains for stratification. The sample frame is the list of buildings that were prepared for the Census of Population and Housing 2001.
Selection of Primary Sampling Units (PSU)
Primary sampling units are the census blocks prepared for the Census of Population and Housing - 2001. The sample frame, which is a collection of all census blocks in the domain, was used for the selection of primary sampling units. A sample of 2010 primary sampling units was selected from the sampling frame for the survey.
Selection of Secondary Sampling Units (SSU)
Secondary Sampling Units are the housing units in the selected 2010 primary sampling units (census blocks). From each primary sampling unit 10 housing units (SSU) were selected for the survey.
Sample Allocation
Allocation of the number of Primary Sampling Units for the districts and sectors were done proportionately to the number of housing units and the standard deviation of the income values reported in the respective domains in the Household Income and Expenditure Survey 1995-96 (Neymann Allocation). The district sample was equally distributed among the 12 monthly rounds.

Survey instrument
The survey schedule was designed to collect data on household to household basis; separate schedules are used for each household identified according to the definition of the household within the housing units selected for the survey.
The survey schedule consists of three main sections:
- Demographic section
- Expenditure
- Income
The demographic characteristics and usual activities of the inmates belonging to the household are reported in the Demographic section of the schedule and close relatives temporarily living away are also listed in this section. Expenditure section has two sub sections to report food and non food consumption data separately. Expenditure incurred on their own decisions by boarders and servants are recorded in a sub section under the expenditure section. The income section has seven sub sections categorized according to the main source of income.

Supervision of the fieldwork of these enumerators was done by the statisticians attached to the Sample Survey Division of DCS and District Secretariat Offices.
Data collection in the field was done by the Statistical officers attached to the Divisional secretariats under the said Districts.
The allocated number of blocks to the District that is to be surveyed in the month was equally distributed among the available weeks of the month. A fresh listing of total housing units belong to the block was done one month before the survey and the selection of SSU's were made from this updated list.
The data collection was done in three visits to the selected housing unit in a given week. The first visit was made on Monday to collect the demographic and income related data into the survey schedule and to educate the members of the household about reporting the consumption of different items within the week.
A separate sheet was provided to report the consumption and expenditure of items on daily basis within the week. A second visit was also made in the middle of the week to supervise the household's progress in reporting the consumption. The report was collected back after making the necessary corrections in the third visit made on the following Sunday.
In his second visit itself, the enumerator recorded the previous day's consumption through a direct interview. (The consumption during the rest of the week was reported in the sheet by the members of the household.)

The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.

The following rules apply to micro data released by the Department of Census and Statistics.
• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to the terms stipulated in the agreement form.
• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG of the DCS. The DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.
• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.
• If the data request is from a student a letter from the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.
• If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.
• The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director General of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be given to anyone else without the prior written approval of the Director General of the DCS.
• The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG of the DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
