    The survey is one of a number of Country Poverty Assessment studies undertaken under the auspices of the Caribbean Development Bank to assess the social and economic conditions of the the Caribbean populace.

    Abstract

    This survey was designed to collect the quantitative data on living conditions in Grenada, and provided the basis for the calculation of the Poverty Line. The comprehensive Survey of Living Conditions (SLC) combined with a survey of household income and expenditure, sought to collect information from households on their buying habits expenditures), income and other characteristics. This information was then used to relate the expenditures and income patterns of consumers (households) to the socio-demographic and other characteristics of those same households.

    Sampling

    Sampling Procedure

    The sample for the SLC/HBS 2007-2008 in Grenada was selected from a sample frame derived from the 2001 census of population. The expected sample size of approximately 3% of the population of households in Grenada and Carriacou. A two stage stratified systematic random sample selection process was used. At the first stage, Enumeration Districts (EDs) were selected based on a sampling frame constructed from Census Enumeration Districts (EDs). TIn the second stage, one cluster of households was randomly selected from the selected PSU or ED with probability proportional to size (pps sampling). The cluster selected was non-compact in the sense that its members were chosen by systematic random sampling throughout the chosen ED.

    Response Rate

    Overall, a response rate of 85.2% was obtained for the survey. The response rate on the diaries was, however, very low (57.4%) and this posed a huge challenge in the use of the data for the SLC/HBS, as much of the data on food had to be imputed. In general, the data are of good quality, except for the large numbers of non-responses obtained on the diaries.

    Cross-sectional. The period for the conduct of the survey had to be extended to ensure that at least the main seasonal pattern of economic activity was covered by this survey. In this regard, the survey covered the period November 2007 to May 2008.

    Supervision

    Enumerators were trained for a minimum of four days using an enumerators manual which detailed the procedures for completing each section of the questionnaire.

    Extensive field and pre-receipt edit checks were completed by supervisors and the staff of the Statistics Office. At the level of the field exercise,supervisors and the Statistics Office staff were advised to make checks and where instructions were not followed to use the telephone to call the household.

    The planned sample size was 941 households; actual sample was 802.

    Before data entry, all the questionnaires are edited and coded. All questionnaires partially completed, or not properly filled out, were removed from data entry operations if they could not be corrected. The questionnaires were then screened by the supervising Statisticians, before being submitted for data entry.
