The COVID-19 vaccination survey was implemented in-person between April and July 2022, piggybacked on the Ethiopia Socioeconomic Survey (ESS) 2021/22. The Ethiopian Statistical Service implemented the survey, supported by the World Bank. The survey consists of one module on household member vaccination status, willingness to be vaccinated, and reasons for vaccine hesitancy.

The survey sample consists of 4,959 households (2,285 in rural areas, 2,674 in urban areas) and 22,806 individuals (11,802 in rural areas, 11,004 in rural areas) and is of national scope. Sampling relied on the ESS 2021/22 sampling strategy, which employed a two-stage stratified sampling approach.
