This half-yearly sample survey was initiated in September, 1972 by the Department of Labour in pursuance of a UNDP/ILO project for the development of Labour Statistics. Since then the survey has been regularly conducted for the collection of data on earnings, hours of work and related matters for March and September of every year from a sample of establishments with 5 or more paid employees.
From 1975, the Sample Survey of Earnings and Hours Worked is being carried out only once a year and the reference period for the 1975 survey was March 1975 though this was changed to June from 1976.
The Sample Survey of Establishments on Employment, Earnings & Hours of Work - June, 1980 is the ninth in the series.
The survey covers a sample of larger establishments with five or more paid employees engaged in production, distribution, construction, transport, storage and other business activities like finance, insurance, business services etc, which come under the broad definition of "Industries". It covers both public and private sectors. The public sector coverage is limited to Boards, Corporations, Co-operatives and some Government Departments like the Department of Buildings, the Marketing Department, the Government Factory, and the Railway Workshop which are engaged in the types of activities mentioned above. The bulk of the public services i.e. Government Departments othe than those mentioned above Offices, Schools, Hospitals etc, are not covered in the survey as they do not come under the definition of "Industries".
The objective of the sample survey is to collect detailed labour statistics on a repetitive basis to indicate trends. Statistics of earnings and hours of work are collected including number employed, man days worked and paid for normal, and overtime man hours and the components of the total wage bill. These statistics are collected according to the eightfold broad occupational categories e.g. Administrative & Managerial Workers, Professional, Technical and Related Workers, Clerical and Related Workers etc.

A probability sample of about 1750 establishments were selected for the survey from some 12,000 establishments, the frame being the responding establishments of the Annual Employment Survey 1979. About 900 establishments with employees over 100 were included in the Survey as a whole and establishments with employees below 100 were subjected to the sample selection. The method of stratified random sampling was adopted to select the establishments such that the sample will be of optimum size to give the estimates a predetermined degree of precision which was fixed at 5% error at 95% confidence limits.
In 1980, the same schedule which was used in 1979, was used to collect the data.

The Programming Assistants of the Statistics Branch of the Department of Labour are responsible for the collection of the data from the sample establishments. Data was collected from the records and the registers of the establishments.
Certain edit checks were introduced in the Computer Programs and on the basis of that some quality checks were exercised.
