Agricultural Survey [ag/oth]
Conducted in Maha 92/93 season, this survey was a more systematically done agricultural data collection operation on agricultural crops and livestock carried out at a national level.
Recent trends in the concept of development planning, specially for rural sector, where sources of livelihood heavily depend on the Agricultural sector, emphasize the need for reliable statistical information disaggregated at lower administrative division levels. In this respect the emphasis has been made for more detailed information on land utilization associated with seasonal and minor export crops and their production levels. The dearth for their statistics have been growing more rapidly as a means of poverty alleviation programs as well. These needs have made to adopt for more systematic and national approaches for the data collection on Agricultural Crops and Livestock.
The collection of information on perennial crops such as Tea, Rubber and Coconut is much easier and are readily available as a result of nature of the growing pattern of these crops and the management. Reliable and up-to-date information pertaining to these crops are also available through the means of Administrative records and Censuses. However, collecting reliable statistical information on other agricultural crops such as seasonal crops, fruit crops, minor export crops etc. has become a difficult and costly task due to scattered nature of many of these crops.
The nature of growing conditions of crops other than Tea, Rubber and Coconut do not permit to gather reliable information even through the Agricultural Censuses. Therefore, such information could be grasped only through well defined objective survey operations. In spite of these difficulties, the Department felt the increasing need for more realistic information on these crops which play a crucial role in the agricultural economy of small farmers and to fulfill the following objectives, the survey on Agricultural crops & livestock has been carried out during the Maha Season 1992/93.
Objectives :
(a) To collect and provide up-to-date information on Agricultural crops and livestock at the Grama Niladari (GNN) division and the village levels which are needed for planning at lower administrative levels.
(b) To establish a frame on Agricultural crops and livestock, in order to conduct objective surveys that are expected to be undertaken in the future .
(c) To make available the benchmark data needed to monitor the progress of the 'Agricultural Development programmes' that are being implemented by the Government.

The Statistical Investigators attached to Divisional Secretariats, provided the training and technical
guidance to enumerators (GNN) and Divisional Officers (DOO). Agricultural Instructors (AI) assisted in the
supervision work and quality checks, under the Administrative control of Additional Government Agents/
Divisional Secretaries. District Statisticians/Statistical Officers attached to Kachcheries were responsible for all
arrangements relate to the survey within their respective districts. They were working under the guidance of
a Deputy Director of the Department who was coordinating the survey activities.

The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.
The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.
No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.
Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.
An electronic copy of all reports and publications based on the requested data will be sent to the Department
The following rules apply to micro data released by the Department of Census and Statistics.
• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to
the terms stipulated in the agreement form.
• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG, DCS. DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.
• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.
• If the data request is from a student a letter from the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.
• If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.
• The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director General of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be given to anyone else without the prior written approval of the Director General of the DCS.
• The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG, DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
