The 1998 Population and Housing Census is the fourth of the censuses that have been conducted in Malawi in the post-independence era. The first census was conducted in 1966, the second was in 1977 and the third one was conducted in 1987. The fourth one had been planned for 1997 but because of funding problems the census had to be postponed until 1998. The role of the supervisor was to coordinator field data collection activities, including management of the field teams, supplies and equipment , maps, coordinate with local authorities concerning the censusl. Additionally, the field supervisor assigned the work to the interviewers, spot checked work, maintained field control documents, and sent completed questionnaires and progress reports to the central office.
Field visits were also made by a team of central staff on a periodic basis during fieldwork to provide support and to review progress.
In the three previous censuses the majority of the census field staff were seconded from other government departments, notably the Ministry of Education and Office of the President and Cabinet (District Administration). The majority of those recruited to work as enumerators or supervisors in the 1998 Population and Housing Census were recruited from the open market and were deployed to work in the areas where they were usually residing after going data collection training.
Data editing took place at a number of stages throughout the processing, which includied office editing and coding, structure checking and completeness.
The instructions combined procedures for editing and how to deal with any errors on the questionnaire and also give, at the same, codes to be used wherever coding is necessary.
