Population and Housing Census [hh/popcen]
The past Montenegro censuses were conducted in 1971, 1981, and 1991.
The Montenegro Census of Population, Households, and Dwellings 2003 results present the picture of structure of population, households, and families in Montenegro. Having in mind that this is combined statistics, not only for the whole territory of country, but also for municipalities and settlements, the population census results serve as the basis for many public administration affairs; making decision, scientific and research activities, etc.
Census/enumeration data [cen]
The scope of the Montenegro Census of Population, Households, and Dwellings 2003 includes:
Individuals: Name, sex, date of birth, place of resident, marital status, number of live born children, citizenship, national or ethnic affiliation, native language, religion, education, literacy, employment, activity, occupation, etc.
Households: Use of the dwelling, total area of the dwelling, number of premises within dwelling, kitchen, bathroom, toilet, installation, ownership, floor, year of building construction, type of building, material of outside building wall, etc.
Listing form: List of household members, list of displaced persons from Kosovo and Metohia, list of the persons being permanent residents, list of foreigners with residence abroad;
Agricultural: Total land, leased land, total land area used by the household, municipality, wheat, corn, consumption of artificial fertilizer and means of plants protection, horses, cattle, sheep, goats, pigs, poultry, beehives, tractors and combines.

At the 2003 Census, the international recommendations for censuses were taken into account, according to which as the population with permanent residence, besides the citizens in the country, were also considered Montenegrin citizens who had been living or working abroad for less than a year but also the foreigners who had been living or working in Montenegro for over a year.

Data collection on national structure of the population at the 2003 census, was based on the citizens’ right of free expression. According to the provisions of Article 34 of the Constitution of the Republic of Montenegro every citizen is guaranteed the freedom to express his/her national affiliation. According to the same Article, a citizen had the right not to declare his/her national affiliation. In that case, the enumerator had to enter the answer: <Undeclared>.
