Ecudor Investment Climate Survey was performed between April and August 2003. It covered 453 manufacturing firms. The survey instrument was developed by the World Bank in collaboration with Cedatos Gallup, who administered the survey under World Bank supervision.
The Investment Climate Surveys (ICS) were conducted by the World Bank and its partners across all geographic regions and covered firms of all sizes in many industries. The ICS collected a wide array of qualitative and quantitative information through face-to-face interviews with managers and owners regarding the investment climate in their country and the productivity of their firms. Topics covered in the ICS included the obstacles to doing business, infrastructure, finance, labor, corruption and regulation, contract enforcement, law and order, innovation and technology, and firm productivity. Taken together, the qualitative and quantitative data helped connect a country’s investment climate characteristics with firm productivity and performance.
Firm-level surveys have been administered since 1998 by different units within the World Bank. Since 2005-06, most data collection efforts have been centralized within the Enterprise Analysis Unit (FPDEA). Enterprise Surveys, a replacement for Investment Climate Surveys, are now conducted by the Enterprise Analysis Unit.

Sampling
The Investment Climate Survey covered a stratified sample of 453 firms. The sample encompassed five provinces (Azuay, Guayas, Manabi, Pichincha and Tungurahua) and 10 manufacturing sectors (oil-derived products, food, beverages, textiles, garments, leather products, wood products, chemicals, rubber and plastic products, and metal products). The sectors covered in the survey are responsible for 86% of the combined value added of mining and manufacturing.
The sample frame was drawn from a list of firms provided by the Superintendency of Companies, and it is representative at the level of economic sectors, with sample sizes chosen to ensure that binomial variables can be estimated with a 90% confidence and a 10% error. After determining the sample size at the level of sectors,
the sample was proportionally allocated to provinces and size ranges. About 48% of the sample is from the province of Pichincha, 36% from Guayas, and the rest is divided between Azuay (7%), Manabi (4%) and Tungurahua (5%). In most provinces the sample includes plants of all sizes: 22% have more than 100 employees, 48% have 21 to 100 workers, and 30% have 20 or fewer employees.

The questionnaire used in the survey was based on the standard core investment climate survey instrument that the World Bank was applying in other countries of the region, as well as in other regions of the world. The questionnaire has eleven sections covering the following topics: (1) General information about the firm; (2) Sales and markets; (3) Suppliers; (4) Investment climate constraints; (5) Infrastructure; (6) Finance; (7) Business-government relations; (8) Crime; (9) Innovation; (10) Human resources; (11) Productivity information. Whenever possible, the survey instrument attempts to evaluate conditions in quantitative terms of dollars and days.
