Household Survey & Census
The Priority Survey for Guinea Bissau is based on a sample of 1630 family aggregates which were interviewed between March and May 1991. The survey forms part of the Social Dimension of Adjustement (SDA) Programme of the World Bank, which following the Economic Stabilization Programme (1983-86) was carried out by the government of Guinea Bissau between 1987 to 1991.
The goal of the SDA priority survey is to provide a database for the government of Guinea Bissau so as to enable it to define policy priorities and objectives in order to protect the socio-economic groups most affected by the measures of the SDA programme against the negative effects of the latter, make sure they participate in and benefit from economic growth and to promote their access to the labour market and to revenue generating activities.
The ILJF was carried out under the auspices of the National Institute for Statistics and Census (INEC) which forms part of the Ministry of Economic and Financial affairs in collaboration with two consultants and a team of field workers of the Research Centre (CP-SAPDR), while support was provided by the team of the SDA programme of the World Bank and the Programme for Social Infrastructural Action (PASI) in Bissau.

The size of the survey sample was largely determined by financial considerations and infrastructural limitations and set at 1700 units and defined at two levels, i.e. by the districts of the national census and the aggregates themselves. The actual sampling per UP was random and carried out under supervision by the teams themselves in the field using random numbers to select the aggregates to be interviewed. A number of aggregates were included in the sample as a reserve pool in case of the absence of aggregate head or the displacement of the aggregate itself. Due to the strong migratory tendencies of the population in some areas, cases did occur in which aggregate heads, aggregates or even communities had migrated in recent times so that the cartographic material crucial to the UP sampling needed to be updated.
The questionnaire used was a version of the basic SDA survey questionnaire adapted to respond to local conditions in Guinea Bissau by staff from INEC and consultants from CP-COPIN together with World Bank experts. The questionnaire was enlarged considerably in order to extend the sections on aggregate budgets and the use of domestic energy and further revised after the execution of a pilot survey during the first months of 1991 in a number of rural and urban areas in various regions of the country.
In most sections the questionnaire takes into account the time factor, i.e. using a number of different comparative cut off dates in order to gauge the changes in the conditions and activities of the family aggregates in terms of developments regarding demography, education, occupation, health, housing, accessibility of services, migration, production, entrepreneurship, expenditure, nutrition and assets. The measuring points chosen vary to some degree depending on the issue under consideration, i.e. from climate related dates such as the rainy/dry seasons in the case of some expenditure sections to the most frequently used period of reference of 12 months.
The questionnaire has been so designed as to provide an elaborate system of qualitative data consistency checks, which consist of a number of question repeats using a variety of formulations enabling field workers and supervisors to avoid the registration of contradictory statements by respondents at different stages of the interview process.

Supervisors paid unannounced visits to each of the teams on a regular basis, sitting in on interviews with randomly selected aggregates. Before being entered into the computerized data base, the data contained in the questionnaires were checked by the supervisors in-field, in order to be checked again in Bissau by staff members of both executing agencies.
The three teams from INEC interviewed 630 family aggregated in the autonomous sector of Bissau (SAB), the Cacheu region, the sector of Canchungo and the capitals of the Bafata and Gabu regions. CP-COPIN's four teams, concentrating on the rural areas, interviewed 1000 units covering the regions of Biombo and Oio in the northern provinces, the regions of Bafata and Gabu in the eastern province and the regions of Quinara, Tombali and Bolama in the southern province. The survey was carried out in the dry season over a period of ten weeks over the months of March, April, and May 1991.
The entry of the survey data was carried out in Bissau at the directorate-General of Statistics under close supervision by a World Bank consultant, who also designed the data entry mask. Before being entered into the computerized database the data contained in the questionnaires were checked by the supervisors in-field, in order to be checked in Bissau by staff members of both executing agencies. In addition, the data were verified during entry by means of the consistency checks contained in the data entry programme specially designed for this survey. The entered data were re-checked by the World Bank software specialist/economist in order to correct any errors before embarking upon the processing of survey data. The actual data processing was carried out by the above mentioned specialist.
