The Tanzania Virtual Business Incubator is an intervention to support women's entrepreneurs through delivery of training and business development services (BDS). The objectives of the project were the following:
To support the growth of women-owned businesses through delivery of BDS to strengthen their skills (financial literacy, market outreach, PD&D, etc.)
To increase women's social and economic empowerment
To improve women's well-being as well as their household and their children.
To evaluate the effectiveness of this pilot project, an impact evaluation study was conducted. The impact evaluation included two surveys: a baseline, conducted in July-August 2010 and an endline, administered in July-August 2012. The data collected from the surveys examined how business training affect enterprise outcomes of female entrepreneurs in Dar es Salaam. In addition, the impact evaluation compared the effectiveness of basic treatments and basic treatment with mentoring, and it also examined other dimensions of welfare from the treatment. The baseline survey comprised of 821 female entrepreneurs in Tanzania that were selected from the pool of applicants, and the follow-up survey interviewed 702 from the original pool.

The scope of the Tanzania Virtual Business Incubator Survey includes:
HOUSEHOLD: Personal and Family History, Education, Employment, Time Use, Groups, Housing and Assets, Saving, Borrowing, Lending, Gifts and Transfers, Health, Marital & Fertility History and Domestic Violence.
ENTERPRISE: Basic Information, Production and Capital, Equipment, Labor, Clients, Prices and Sales, Marketing, Finance, Profits, Revenues, and Expenditures, Personality Questions, Challenges and Opportunities and Training and Support.
Research subjects were spread across four districts in or around Dar-es-Salam.

The randomization had three dimensions of stratification: geographical district, sector and the type of gift received by the participants. The entrepreneurs were spread across four districts in or around Dar-es-Salam. To be eligible for the program, the applicants were required to: (1) be at least 18 years-old; and (2) have an established business at the time of application during baseline. After the initial screening, interviews were conducted and the selected applicants were randomly assigned to a control group (group 1), a basic training group (group 2), or an enhanced training group (group 3).
The overall attrition was 14 percent from the baseline survey, which means that out of the 821 initial entrepreneurs who were selected, 702 were interviewed in the follow-up survey. Further, there are no significant differences in attrition rates across the three groups.
The endline survey questionnaire consisted of two modules: household module and enterprises module.

Much effort was put into the wording in order to adapt the survey to local and cultural context. A team of researchers from Tanzania Gatsby Trust, AIDO and the World Bank worked together to finalize the questionnaire instrument for the two separate modules, which were then piloted prior to the survey.
