Agricultural Survey [ag/oth]
Ethiopian is basically an agricultural country where 85% of the population earns their livelihood from agriculture. The livestock sub-sector which is an integral part of agriculture in the Ethiopian context contributes a substantial amount to the agricultural GDP. Currently there is a rapid growing demand for livestock data. Government, non-governmental organizations and private users need accurate livestock data for policy formulation and investment decisions.
In this regard, the Central Statistical Authority has been conducting an annual Agricultural Sample Survey Since 1980-1981 (1973 E.C.) to provide information on certain livestock characteristics.
The general objective of the agricultural sample survey was to collect basic quantitative information on the nation's agriculture that is considered essential for development planning and socio-economic policy formulation.
In particular, the objective of the agricultural sample survey were to estimate the total cultivated land; total production and yield of major crops per hectare; crop land uses (temporary and permanent); number of livestock and poultry by type, purpose, sex and age; number, beehives and honey production in the private peasant holdings for the country, regions and group of zones.

The scope of Livestock Sample Survey includes:
The 1997-1998 (1990 E.C) livestock sample survey, which is part of the annual agricultural sample survey, covered the rural part of the country, except six zones in Somalie region and two zones in Afar region. Furthermore the survey coverage was limited to nine weredas out of 13 from the three covered zones in Somalie region and eight weredas out of 15 from the three covered zones in Afar region. A total of 56 zones and 409 weredas were covered in the survey.
Households, who were engaged in growing crops and/or breeding and raising livestocks in private or in partnership with others in the selected sample.

A stratified two-stage sample design was used to select the sample in which the Primary Sampling Units (PSUs) were enumeration areas (EAs). Sample EAs from each domain were selected using systematic probability proportional to size; size being number of households obtained from the 1994 Population and Housing Census. Within each sample EA a fresh list of households was prepared at the beginning of the field work of the survey and for the administration of the survey questionnaire 40 agricultural households per sample EA were systematically selected.
Definition of the survey domains was based on both technical and resource considerations. More specifically, sample sizes for the domains were determined to enable provision of major indicators with reasonable precision subject to the resources that were available for the survey.
A total sample of 1420 EAs (2.84% of the total EAs in the rural sedentary portion of the country) was selected for the survey. However, 25 EAs were "closed" (or not used) for various reasons beyond the control of the Authority and the survey succeeded in covering 1395 EAs (or 98.2% of the original sample). With respect to ultimate sampling units, it was planned to cover 58,425 agricultural households.
The 1997-1998 Livestock Sample Survey used structured questionnaire to collect data on livestock and livestock characteristics.
The questionnaire is organized in to two parts.
The questionnaire used in the field for data collection purpose was prepared in Amharic language. A copy of the questionnaire translated to English is attached as external resource.

Field Organization
CSA Branch Statistical Office heads, fields supervisors, enumerators, experts from the head office, other support staff and drivers were invloved in the operation of the survey. To accomplish the data collection all enumerators were equiped with the necessary survey equipment such as compass, protractor, ruler, measuring tapes, poles, ropes, sample bags, ... etc. Moreover, a number of four-wheel drive vehicles were used for supervision and collection of completed questionnaires.
Training of Field Staff:
The filed staff training program was carried out in tow stages. The first-stage consisted of trainees from the head office, Branch Statistical Office heads and some of the field supervisors being given training for one week at CSA's headquarters complex in Addis Ababa. Many of those trained in the first-stage conducted similar training for field supervisors and enumerators for 10 days in all of CSA's 15 branch offices which are distributed around the country. During this second-stage training, the field enumerator staff were given detailed classroom instruction on the objectives and uses of the AgSS, concepts and definitions of terms used, the method of area measurement, method of crop cutting, as well as correct interviewing procedures, … etc. The enumerator's training also includes a field practice to reinforce the concepts discussed in the classroom with regard to field measurement and crop cutting data collection.
Method of Data Collection:
In each selected EA a fresh list of households was prepared and then agricultural households were identified from the list of households. From these identified agricultural households, 40 agricultural households were selected using a systematic sampling technique. Thus all agricultural holders belonging to the sample agricultural households were interviewed and the appropriate data were collected. The reference date for enumerating livestock, poultry and beehives was Feb. 8, 1998.
Editing, Coding and Verification:
The editing and coding instruction manuals were prepared, printed and intensive training was given to about 24 editors-coders. Following the initial editing and coding tasks, one professional staff member was assigned to facilitate the editing and coding activities. The edited and coded questionnaires were verified by 7 statistical technicians.
Data Entry, Cleaning and Processing:
About 20 data encoders participated in the data entry activity over a 55 day period. The data entered was in personal computers using IMPS (Integrated Microcomputer Processing System) software. Following data entry the data was checked and cleaned by four regular staff members. Finally, the data processing activity was summarized on personal computers (PCs) to produce the tables that were indicated in the original survey design tabulation plan.

The Central Statistical Agency (CSA) is committed to achieving excellence in the provision of timely, reliable and affordable official statistics for informed decision making in order to maximize the welfare of all Ethiopians. A microdata dissemination policy is established by CSA to address the conditions and the manner in which anonymized microdata files may be released to users for research purposes. CSA will release microdata files for use by researchers for scientific research purposes when:
The Director General is satisfied that all reasonable steps have been taken to prevent the identification of individual respondents
The release of the data will substantially enhance the analytic value of the data that have been collected
For all but purely public files, researchers disclose the nature and objectives of their intended research,
It can be demonstrated that there are no credible alternative sources for these data, and
The researchers have signed an appropriate undertaking.

The data and other materials provided by CSA will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement of CSA.
The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently. Any such discovery would immediately be reported to the CSA.
No attempt will be made to produce links among datasets provided by CSA, or among data from the CSA and other datasets that could identify individuals or organizations.
Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from CSA will cite the source of data in accordance with the Citation Requirement provided with each dataset.
An electronic copy of all reports and publications based on the requested data will be sent to CSA.
The original collector of the data, CSA, and the relevant funding agencies bear no responsibility for use of the data or for interpretations or inferences based upon such uses.
Cost Recovery Policy:
It is the policy of CSA to encourage broad use of its products by making them affordable for users. Accordingly, CSA attempts to ensure that the costs of creating anonymized microdata files are built-in to the survey budget.
At the same time, CSA attempts to recover costs associated with the provisions of special services that benefit only a specific group. Information on the price of each dataset is available at CSA website (www.csa.gov.et http://www.csa.gov.et).
