The United Nations held its millenium summit in September 2000, from which the idea of global improvement that makes eradicating poverty and sustaining development the principal focus of global development efforts was envisioned, hence, the millennium development goals (MDGs). Its first goal is to reduce the poverty to half by 2015 from 1990 figures. With the aim of the government to reduce poverty, reliable poverty statistics becomes more important to offer basis for the national and local governments in preparing their monitoring systems. This study give the provincial property incidence estimates for the two basic sectors: agriculture and fisheries. The provincial estimates are generated by three different estimation procedures, namely: direct, regression-synthetic and Empirical Best Linear Unbiased Predictor (EBLUP). Data from the 2003 Family Income and Expenditures Survey (FIES), 2000 Census of Population and Households (CPH) and 2002 Census of Agriculture and Fisheries (CAF) were used in the study. Aside from the Census and survey data, some administrative data obtained from different units, i.e. local government units, were also used to acquire additional auxiliary variables in developing the predicting model for estimating the provincial poverty incidence. These were the 2000 and 2003 Field Health Service Information System (FHSIS), the Vital Statistics Report and the 2000 Enrolment Statistics. |
