The Gambia High Frequency Phone Survey is a phone series survey. So far, 10 rounds of data were collected from a sample of households in The Gambia. In each round, the same set of respondents are called and interviewed on questions ranging from COVID-19 awareness, labor market participation, income loss, education of school going children, access to basic services, etc. The data is representative at national and strata (Banjul/Kanifing-i.e capital city area; other urban and rural areas) levels.
The Gambia High Frequency Phone Survey was prepared and implemented in close collaboration between the World Bank and the Gambia Bureau of Statistics (GBOS) to provide timely data to inform the response to the COVID-19 pandemic. Due to social distancing restrictions, traditional data collection techniques could not be used. As a result, phone surveys were deployed to fill data gaps and provide timely data to inform response to the pandemic. GBOS drew the sample using the sampling methodology proposed by the World Bank, finalized the questionnaire, collected and processed data.
The survey was supported by the State and Peacebuilding Fund (SPF). SPF is a global fund to finance critical development operations and analysis in situations of fragility, conflict, and violence. The SPF is kindly supported by: Australia, Denmark, Germany, The Netherlands, Norway, Sweden, Switzerland, The United Kingdom, as well as IBRD.

Sampling
The sample is drawn from the Gambia Labor Force Survey (GLFS) collected in 2018. The GLFS data set has 5,987 households of which 5,531 (92 percent) have valid phone numbers. All households with valid phone numbers formed the population of households sampled for the HFPS. Data collection for the HFPS was conducted in ten-rounds and on a panel of about 1500 households. The first round of data collection was done in August 2020 using a sample of 1557 households, of which 1437 interviews were completed. Throughout the survey, the sample of households were stratified at three levels: the capital city areas- i.e Banjul and Kanifing area, other urban area and the rural area. By using population weights, data from the survey is representative at national and strata levels.
The response rate was high. Furthermore to minimize attrition overtime, participating households were given airtime as an incentive for participation.
The data was weighted with adjustments done after every round of data collection to account for non-response/attrition.
Survey instrument
The questionnaires are developed by the team- comprising of GBoS, World Bank and the Ministry of Finance and Economic Affairs- with inputs from sector colleagues in the Bank. Core modules which are included in every round of data collection include- COVID-19, Labor market participation and income loss. Other modules (such as education, food insecurity, access to services, etc) are included based on events (such as lockdowns, re-opening/closing of schools, etc); and/or data demands.

The sample comprised of households from across the country yielding data that is representative at national and strata levels. The survey was conducted in several rounds of data collection beginning in August 2020 and ending in December 2021.
In each round of data collection, the same set of households are contacted. However, in some rounds, certain households were unreachable.
