    The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank Group’s clients, partners, and other stakeholders across the globe in client countries. The Strategic Insights Group surveyed 29 countries in FY2012 (July 2011-June 2012), 41 countries in FY2013 (July 2012-June 2013), 42 countries in FY2014 (July 2013-June 2014), 35 countries in FY2015 (July 2014-June 2015), 45 countries in FY2016 (July 2015-June 2016), 35 countries in FY2017 (July 2016-June 2017), 39 countries in FY2018 (July 2017-June 2018), 42 countries in FY2019 (July 2018-June 2019), 21 countries in FY2020 (July 2019-June 2020), 36 countries In FY2021 (July 2020-June 2021). In FY22, surveys were conducted in 25 countries. Nearly all of the World Bank Group’s client countries are surveyed in every three year cycle.

    Abstract

    The Country Opinion Survey in Panama assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Panama perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Panama on 1) their views regarding the general environment in Panama; 2) their overall attitudes toward the WBG in Panama; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Panama; and 4) their perceptions of the WBG’s future role in Panama.

    Sampling

    Sampling Procedure

    From June 2022 to October 2022, stakeholders of the WBG in Panama were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. A total of 1,030 stakeholders were asked to participate, drawn from the Office of the President, Prime Minister, a Minister, or a member of Parliament/Legislative body; ministries, ministerial departments, or implementation agencies; project management units (PMUs) overseeing implementation of WBG projects or consultants and contractors working on WBG-supported projects and programs; local governments; independent government institutions; the judiciary; state-owned enterprises; bilateral and multilateral agencies; private sector organizations; the financial sector and private banks; private foundations; NGOs and community-based organizations; professional and trade associations; faith-based groups; youth groups; academia, research institutes, or think tanks; and the media.

    Weighting

    The distribution of respondent samples from the FY19 and FY22 Country Surveys used in the year comparisons analyses are listed in the table on the right. This year’s survey saw increased outreach and responding from high-level government officials and local government, but less responding from media and government institutions. These differences in stakeholder compositions among survey respondents should be taken into account when interpreting the results of the past-year comparison analyses.
