    Municipal performance monitoring data for 349 municipalities of Burkina Faso, from 2013 to 2020. The survey uses 5 questionnaires: school district, school director, health district, health facility, municipality. Each questionnaire collects specific data on the municipality's institutional capacity or local basic service delivery.

    Sampling Procedure

    All municipalities of the country are covered, except two municipalities (Ouagadougou and Bobo-Dioulasso) that are considered as municipalities with exceptional status and not covered by the project.

    Response Rate

    The response rates are the following:

    • 2013-2017: 100%.
    • 2018: 99.14%.
    • 2019: 91.69%.
    • 2020: 87.11%.

    Questionnaires

    SUPERMUN data is collected through 5 main questionnaires: One covers data on municipal capacity; two collect education data by collecting data with school districts and school directors; two others covers health data through health districts and health facilities.

    Supervision

    The monitoring team of PACT and DGCT perform field monitoring, in order to visit enumerators and support them in the field, and check if they actually visited the administrations they should.
    The DIME team runs remote supervision by daily monitoring progress in data collection, especially the number of questionnaires per enumerator, as well as the total number of questionnaires per domain.

    Data Collection Notes

    The data is usually collected in July on 349 municipalities of Burkina Faso. Data is collected retrospectively, meaning that data for year T is collected in year T+1.
    The process is organized by the Government, through PACT, with the technical support of DIME on questionnaires updating, data quality check and cleaning, and indicators' calculation.
