Russian Federation Household Budget Survey is a continuous survey conducted quarterly within 12 months of calendar year in accordance with the established plan and program. Household Budget Survey (HBS) was conducted since 1952 as a regular survey by Goskomstat. The survey was considerably revamped in 1997. The adjustment to the HBS design in 1997 was substantial and happened on many levels. It included change in the main concepts, questionnaire design, protocol of the survey, data management setup and sampling.
Besides issues directly related to households' consumer expenditures (expenditures on foods, non-foods and payments for services rendered to the household), the quarterly program of HBS provides information related to:

The sample survey on households' budgets is the method of state statistical observation on living standards of population. The frame of the study and dissemination of budget survey data is defined by the following goals: to collect data on distribution of population by levels of prosperity; to get weighting indicators to calculate a consumer price index and to get data to compile accounts of household sector for the system of national accounts.
The survey on households' budgets is conducted in all regions of the Russian Federation (except the Chechen Republic) and covers 47,800 households. The returns of the survey are compiled quarterly and for a year as a whole.
Starting from 1997, two-stage random sampling built up by territorial principle has been used to form the sample frame of households. A final unit of the selection is a household. Collective households consisting of persons who are for a long period in hospitals, in special retirement houses for the elders, boarding schools and other institutional organizations are not included in the sample survey. Each household in the survey is kept in a sample for one year, during which it is interviewed 5 times: each quarter plus one annual interview.
Data is collected through face-to-face interviews and households' expenditure diaries.

Survey covers the entire territory of the Russian Federation, with the exception of the Chechen Republic.
The survey targets private households. The study doesn't cover people residing in collective living accommodations. Residents of special institutions with cooperative buying of foods and other basic consumer goods fall into this category (for example, people living in military barracks, camps, hospitals, homes for elderly, residential school, monasteries, children's homes, prisons, etc.).

The frame for designing the household sample was the set of data obtained from the 1994 population micro-census (covering 2% of the population, listing all households for each census unit covered in all regions of Russia). Designing the sample was done in two stages, and at each of the stages random selection was made from stratified sample frames, designed as a combination of the following eight clustering variables: household size, type and ownership of dwelling, main income source, access to land and ethnicity, education, age and gender of household members.
Statistical weighting is performed by assigning statistical weight to each surveyed household. This weight characterizes total number of households represented by a part of sampled households. Weights for household individual budget indicators are calculated quarterly.

The survey contains a two-week diary of expenditures in cash and in-kind (conducted twice in each quarter) and a quarterly questionnaire of expenditures and in-kind consumption (prior to households kept a monthly diary). The annual interview includes collecting data about the households' living conditions, availability of consumer durables in the households, the turnover of livestock on private farms, the household members' educational level.
