Population and Housing Census [hh/popcen]
A Population and Housing Census is a complete count of all persons, households and residential dwellings. It is a very complex survey, which provides important information not only for policymakers but also for the community and business users. The main purpose of Population and Housing Census is to provide an overview of current and accurate demographic, economic and social reality in the country.
The 2011 Albanian Population and Housing Census is the 11th census conducted in the history of Albania. With the availability of census results, the country can now use up-to-date socio-economic data for planning and evaluating various government policies and intervention programmes at national, regional and local levels. The preparation and implementation of the census operations required a large amount of financial, human, and material resources which were supported by the albanian government, the European union and international donors.
The methodology was based on the Eurostat and UN recommendations for the 2010 Round of Population and Housing Censuses.
Officially the enumeration started on the census night on September 30, 2011, and as defined per the census law it lasted one month in the field with the purpose of collecting accurate information all over the country.

One of the innovative technical aspects of the Albanian 2011 Population and Housing Census was the use of advanced technologies such as intelligent Character Recognition (ICR) for data capture. For the first time in the history of the censuses conducted in Albania, INSTAT carried out a post enumeration survey with the purpose of evaluating the census coverage and
data quality for selected variables.

These data are confidential and are also subject to the Law 9887 dated 10.03.2008 "On the protection of personal data", article 9, and will be held, processed and stored securely throughout the census processes. The collection, controlling, processing and analysis of the results is in compliance with the Law on Statistics and the Law on the Population and Housing Census. |
