Independent Impact Evaluation
The consultant group NSCE-MCG-AC3E [the Group] conducted traffic, household, and business surveys as part of the Road Development Project evaluation.
Specifically, it conducted a baseline survey of households, businesses, and traffic. The data collected was intended to serve either as baseline data for the impact evaluation or as baseline monitoring data for the compact in general.
The data collected was intened to support the impact evaluation in estimating impact related to:
-reduced travel time along the roads
-improved access to social services (e.g., schools and healthcare centers);
-improved access to markets for goods and services;
-change in the type, volume, and value of transported goods
-increased economic activity levels
The survey was also designed to permit analysis of benefits to sub-groups, specifically allowing analysis by age, gender, and income level. Whenever possible, the variables permit disaggregation by gender.
The planned evaluation methodology was a “difference-in-difference” estimation. The evaluation intended to compare the conditions before and after the project along the rehabilitated road segments with conditions in similar zones along similar road segments that were not rehabilitated.

The traffic survey covered all rehabilitated road segments as well as the identified comparison road segments. The household and business surveys were were conducted within a 10km band along the given road segments (km on either side of the road).

The household survey was conducted through a process of two-stage stratified random sampling. In the first stage, the localities were selected based on a systematic selection with probability proportional to household size. In the second stage, a constant number of households were selected with equal probability without replacement.
To determine the household sample size for primary and rural roads, a weighting coefficient proportional to the total length of each substratum was used.

The survey will cover all of the rehabilitated roads (three (3) primary road segments to be paved and the rural roads selected in Comoé, Léraba, and Kénédougou Provinces). The household and business surveys occurred at a single point in time, whereas the traffic surveys were repeated in two rounds so as to capture variability over time.

The data collection consultants were responsible for hiring and then training the staff assigned to data collection. The staff hired needed to have at least a secondary school diploma for the interviewers and a university diploma for the supervisors. They also had to provide evidence of experience in conducting similar surveys and mastery of the local languages in the surveyed areas. All staff received at least three (3) days of training to familiarize them with the objectives of MCA-BF and the Road Development Project as well as the methodology to be followed, the responsibilities of each of the actors, and the behavior to adopt towards the local authorities, populations, and individuals to be surveyed and interviewed. Special attention was paid to understanding the questionnaires the staff training manuals.
After exporting the data from Access to text format, the data processing work was done entirely in SPSS. This second phase of data cleaning was very important for verifying the quality and consistency of the data.
