    Abstract

    The General Household Survey 2008 (GHS) was carried out as the core module of the National Integrated Survey of Households (NISH) program. It was implemented annually to provide time-series data on the socio-demographic and economic conditions of Nigeria. The NISH design was constructed to provide estimates at the national, regional and state levels thereby enhancing comparability across states and regions. The GHS records are usually collected on quarterly basis, namely, April- June (1st Quarter), July- September (2nd Quarter), October-December (3rd Quarter) and January- March (4th Quarter). In each quarter, 60 EAs are covered per state, including FCT (Abuja). In each EA, 10 Housing Units (HUs) are canvassed, while in each HU, all households are covered. The National Bureau of Statistics had the major responsibility of conducting the survey. The objectives of GHS were:

    1. To provide baseline data for other NISH surveys such as labor force, occupational injury, Nigerian Living Standards Survey etc.
    2. To provide information needed by the government to actually determine the effectiveness of its policies and interventions.
    3. To monitor changes in household welfare over time.
    4. To assist the government with information for improved and effective policy making.
    5. To monitor a score of Millennium Development Goals (MDG) indicators and subsequently help in the achievement of MDG.
    6. To provide a data base for social research.

    Sampling

    Sampling Procedure

    The General Household Survey (GHS) was implemented under the National Integrated Survey of Households (NISH) sample design. The sample design employed a single phase sampling in which the primary sampling units (PSUs) were selected directly from the entire population. In other words, the sample design was a 1-phase, 2-stage, replicated and rotatable design in which the EAs served as the PSUs and Housing Units (HUs) as the secondary units.

    A total of 600 EA's and 22,200 HU's were covered per state and at the national level respectively. In each year, subsets of the master sample are studied, depending on the objectives of the surveys and the sample size desired.
    For NISH surveys, the listings of all housing units in the selected EAs are usually carried out to provide a frame for the second stage selections. For most NBS regular surveys, excluding the National Agricultural Sample Survey (NASS), 10 housing units are systematically selected per EA.
