    The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank Group's clients, partners, and other stakeholders across the globe in client countries.

    The Public Opinion Research Group (PORG) surveyed 29 countries in FY2012 (July 2011-June 2012) and 41 countries in FY2013 (July 2012-June 2013). In FY2014, surveys were conducted in 42 countries and in FY2015 - in 35 countries. Nearly all of the World Bank Group's client countries are surveyed in three year cycles.

    Abstract

    The Country Opinion Survey in Bulgaria assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Bulgaria perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Bulgaria on:

    1. their views regarding the general environment in Bulgaria;
    2. their overall attitudes toward the WBG in Bulgaria;
    3. overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Bulgaria;
    4. their perceptions of the WBG’s future role in Bulgaria.

    Coding schemes of output data:

    • Single-choice questions: Response options are coded according to corresponding numbers in the questionnaire.
    • Multiple-choice questions: When a response option is checked, it is coded as "1," when a response option is not checked, it is coded as "0."
    • 10-point scale questions: "1" corresponds to the lowest value, "10" corresponds to the highest value. "Don't know" is coded as "11."

    From May to June 2015, 495 stakeholders of the WBG in Bulgaria were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. Participants were drawn from the office of the President/Prime Minister, office of a Minister, office of a Parliamentarian, employees of ministries/ministerial departments/implantation agencies, Project Management Units (PMUs) overseeing implementation of a project or consultants working on WBG-supported projects, local governments, bilateral/multilateral agencies, private sector organizations, private foundations, the financial sector/private banks, NGOs/community-based organizations (CBOs), the media, independent government institutions, trade unions, faith-based groups, youth groups, academia/research institutes/think tanks, and the judiciary branch. A total of 183 stakeholders participated in the survey (37% response rate).

    Weighting

    The results of 2015 Country Survey were compared to the Country Survey conducted in FY12 (response rate was 43%, N=173). The data were weighted to reach similar stakeholder compositions across the two survey years, allowing for more statistically reliable comparisons. Stakeholder groups which were not present in both fiscal years were not included in these comparisons, nor were respondents who identified themselves as "other" in the stakeholder category options. As a result, mean ratings, percentages of respondents, and the total number of respondents in both years are slightly different from those of the original data reported in the FY12 Country Survey report and the non-weighted data presented in the attached report.
