Sampling
The 2016 NDPS/MFS utilized the new 2013 Master Sample (2013 MS) for household-based surveys of the PSA. The 2013 MS is designed to produce reliable quarterly estimates of selected indicators at the national levels.
In the 2013 MS, each sampling domain (i.e., province/HUC) is subdivided into numbers of exhaustive and non-overlapping area segments known as Primary Sampling Units (PSUs). Each PSU is formed to consist of about 100 to 400 households. A single PSU can be barangay/Enumeration Area (EA) or a portion of a large barangay or two (2) or more adjacent small barangay/EAs. For the whole country, about 81 thousand PSUs are formed from more than 42 thousand barangays.
From the ordered list of PSUs, all possible systematic samples of six (6) PSUs were drawn to form a replicate for the most of the province domain or 75 out of 81 provinces. On the other hand, for the majority of highly urbanized cities, all possible systematic samples of eight (8) PSUs will be drawn to form a replicate.
The 2016 NDPS/MFS used one replicate of the quarterly sample of the MS or about 11,000 sample households.

Survey instrument
The Household Questionnaire is used to collect information on household membership, background characteristics of household members, financial, physical and emotional needs and household assets.
The Individual Questionnaire is administered to selected 15 years old and over and is used to gather information on the following: socioeconomic charcteristics, work history and benefits, environmental factors, functioning, health condition, personal assistance, assistive devices and facilitators, health care utilization, well being and empowerment.

During operation each region, province and selected Central Office personnel were given mandays for supervision. This is done so that errors committed during the first few days be rectified so that errors may not be carried up to the end of enumeration.
Every team had a supervisor so that if the field interviewer had a problem encountered it can be easily solved. Team supervisor reviewed completed questionnaire for inconsistent entries and call the attention of the field interviewer. Some errors which can not be solved the field interviewer should go back to the respondent for re-interview.
One of the problem encountered during field operation was plenty of refusals, because the same samples was used by other household surveys conducted on the same quarter.
Some of the problems encountered in the field during enumeration:
- availability of individual respondent which has no replacement;
- respondents' fatigue due to samples which overlap with samples used by other surveys, especially in the National Capital Region.
Data processing
Manual processing including folioing was done at the Provincial Offices. Completeness check of physical questionnaires against the list of sample housing units or households were also done at the provincial level.

| yes | The PSA and its field personnel shall hold all data supplied by the establishments/households/individuals in confidence. The information obtained from each respondent of the census/survey or individual/establishment in administrative records shall be for statistical purposes only and not for taxation, regulation nor investigation purposes. The data shall be processed with others of the same category and shall be disseminated in summary forms or statistical tables so as not to reveal the identity of any respondent. Confidentiality of primary data collected from respondents/administrative records systems is guaranteed by Section 26 of the Republic Act No. 10625 (Philippine Statistics Act of 2013). Penalties shall be enforced to acts of breach of confidential information pursuant to Section 27 of the said Act. |
Authorization to use this data is granted only to the client or data user and persons within its organization, if applicable. Under no circumstances shall the client reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in his organization. The PSA shall hold the data user fully responsible for safeguarding the data from any unauthorized access or use.
Before being granted access to the dataset, all users have to formally agree:
- To make no copies of any files or portions of files to which s/he is granted access except those authorized by the PSA.
- Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified in the dataset.
- To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately be reported to the PSA.
The use of this dataset must be acknowledged using a citation which would include:
- the identification of the Primary Investigator (including country name)
- the full title of the survey and its acronym (when available), and the year(s) of implementation
- the survey reference number
- the source and date of download (for datasets disseminated online)
