    Series Information

    The 2010 Household Income and Expenditure Survey (HIES) was the second comprehensive survey of its type conducted by the Vanuatu National Statistics Office (VNSO) to provide estimates of household income and expenditure at the provincial level. The 2006 HIES was the first in the country with full national coverage and reliable results at the province and municipal level. These two surveys have been used to derive indicators for income and wellbeing, much needed information to monitor progress towards achieving national strategies for improving household income through private sector led growth.

    Abstract

    The 2010 HIES is the second survey of income and expenditure in Vanuatu to provide reliable sub-national estimates, with the 2006 HIES being the first time this was attempted. The first HIES was conducted in 1985 in the two urban centres of Luganville and Port Vila. Another was conducted in 1998 but unfortunately, for a number of reasons to do with errors of estimation and observation, the 1998 HIES did not provide reliable and accurate estimates. With the lessons learnt from past experience, the main objectives for the 2010 survey were to:
    · Supply monitoring data needed for the then Millennium Challenge Account, Vanuatu (MCA) infrastructure projects;
    · Supplement the data available for use in compiling official estimates of household accounts in the system of national accounts and subsequent estimates of Gross Domestic Product (GDP);
    · Obtain expenditure weights and other data for the updating of the basket of items and weights used in the Consumer Price Index (CPI);
    · Provide data for assessing the impact on household living conditions of existing and proposed economic and social policies and programmes, particularly those resulting in changes in the structure of household expenditure and consumption; and
    · Gather information on key poverty indicators and statistics for poverty analysis.

    Sampling

    Sampling Procedure

    A two-stage sampling method was used. The first stage involved the selection of Enumeration Areas (EAs) using probability proportional to size (PPS) sampling. The size measure was the estimated number of households in the EA in 2010, based on 2009 population census estimates, noting that some EAs were excluded from the sample frame. The second stage of sampling adopted systematic sampling from a list of all households contained in the EA, with lists prepared by interviewers during their first visit to the EA. Finally after the sample was selected, a review of the location of the selections was conducted to assess the coverage of the impact areas of the MCA road improvement projects. Approximately 18 enumeration areas (EA) were selected on Efate and 21 between Port Olry and Luganville in Santo, providing good representation of each of the areas. A final sample size of 4,737 households was selected for the survey representing around 10% of the households in Vanuatu.

    Response Rate

    A total of 4,377 out of the 4,737 selected households fully responded to the survey, giving an overall response rate of 92.4%. Only 2% did not fully respond or provided inadequate information to be included in the survey. However 5.7% of households were reported as vacant dwellings which, most probably, included some households that could not be contacted during the survey period.

    The response rate for the survey showed an improvement when compared with the 2006 HIES as most of the regions recorded over 90%. Shefa, Tafea and Port Vila recorded between 87% and 90% response rates.

    Weighting

    The sample weights were calculated for each stratum separately, adjusted for non-response, and benchmarked against projected household counts for 2010 from the 2009 Census of Population and Housing.

    Survey instrument

    Questionnaires

    Four questionnaire forms were designed to collect information on household size and composition, personal and household income, major household expenditure, and regular food and household supply expenditures in the diaries. The household control form and the household questionnaire were administered by interview during the survey period, and the diaries were completed by the households over a two-week period. The personal questionnaire was administered to collect detailed information on health facility utilization and access, educational attendance and attainment, and labor force status.

    The National Statistics Office recruited and trained six provincial coordinators, 73 supervisors and 169 interviewers to conduct the survey in the six provincial areas and two urban centers. Over the survey period each interviewer completed three workloads of about 45 households in total.

    Data Editing

    The data coding and manual editing of the questionnaires began in January 2007 and the data entry and micro editing was completed by the mid-July 2007. The completed questionnaires were entered into a data entry system (CSPro) by nine data entry operators and three data editors. The questionnaires were entered twice into the system to ensure the accuracy of the data entry.
