The 2016 National Labor Force Survey, Semester 1 is the first semester survey of a series in 2016. Employment data collection activities through Sakernas were first implemented in 1976. Until now, Sakernas has undergone various changes in implementation time, estimated level, coverage, and methodology. The labor theory approach used in Sakernas since 1984 uses the Standard Labor Force Concept as set forth in the 13th International Conference of Labor Statisticians (ICLS) 1982. In 2013, the International Labor Organization (ILO) organized the 19th ICLS which resulted in the development of several definitions of labor variables, as well as adjusting the concept of productive activities (Work) with the general production limits of the National Balance Sheet System (SNA).
In addition, current employment issues are growing, such as with the emergence of informal employment phenomena, decent work demands, and home-based work. It is therefore considered necessary to collect data related to the phenomenon. The change in the concept and measures of employment statistics defined in ICLS 19 and the development of labor issues has incentivized to redesign the Sakernas questionnaire, in order to manage the evolution of labor statistics.
In the Sakernas 2016 questionnaire, several new variables adopted the standard, size, and classification of labor statistics based on ICLS 19, while there were also additional variables related to labor issues such as the formal and informal sector, decent work, home-based workers, workers with disabilities, and labor mobility. With this new questionnaire, in addition to maintaining employment figures based on the old classification, it is also expected to obtain an overview of labor conditions based on the classification of ICLS 19.
The purpose of data collection through Sakernas February 2016 is to provide sustainable data on the subject of employment. In particular, to estimate the data on the number of working population, the number of unemployed, and other employment indicators as well as their development at the provincial and national levels.
The data was gathered in February 2016 and covered 50,000 household, scattered on 5,000 census blocks from all provinces, both in rural and urban areas.

The survey covered all de jure household members (usual residents), aged 10+ years resident in the household. However, Diplomatic Corps households, households that are in the specific enumeration area and specific households in the regular enumeration area are not chosen as a sample.

The parent sample frame or the sampling frame of the main activity of Sakernas 2016 is about 180,000 census blocks (25% of the population) drawn with a probability proportional to size (PPS) of households SP2010 from the master census block of 720 thousands.
Sakernas sampling steps can be defined as follows:
The first stage sample frame is a list of ordinary census blocks of SP2010.
The second stage sample frame is a list of 25% of existing SP2010 census block of its strata code, while the 25% of the census block is called the parent frame sampling.
The third stage sample template is the list of households updated in each selected census block.

The sample was chosen by two stages one-stage stratified sampling method:
Stage 1: Selecting 25% population census blocks by Probability Proportional to Size (PPS), with size of household number of SP2010 in each strata.
Stage 2: Select a number of census blocks according to systematic allocation in each urban/rural strata per district/city per work strata.
Stage 3: Selecting 10 households by systematic sampling.
Stage 1: Selecting 5000 systematic sampling census blocks from 20000 estimated district/city census blocks according to allocation and considering distribution of samples per stratum at the district/city level.
Stage 2: Selecting 10 households by systematic sampling.
For the purposes of estimating employment figures, the minimum response rate is 70 percent of household samples that can be encountered on the total sample of households. If the response rate is below 70 percent then the employment estimate for the district/municipality level (Sakernas August) and the provincial level estimate (Sakernas Semesteran) will not be issued.
Stages performed in preparing the weight:
Building initial weight based on sampling scheme Initial/base weight is the inverse of side fraction, that is design weight is built from household result of update and initial target of enumeration. In order to design a good weight it is necessary to control the household updating activities.
Non-response adjusted weights: non-response adjusted weights are used to revise the weight value based on the enumeration realization at the census and household block level while maintaining the total probability value in the sampling frame.
Trimming weight: trimming aims to reduce weight variation between census blocks by still referring to total weight as a total value control estimation.
Secondary data control: secondary data control using age and sex groups from population projection data. Age group is very dependent on the distribution of enumeration results.
Calibration of projection data: the total number of projections used as calibration in the final process of preparation of weight.
