The Montenegro Household Budget Survey (HBS) is a nationally representative survey carried out by MONSTAT on a continuous basis since February 2005 and conducted pursuant to the Law on Statistics and Statistical System of Montenegro and the Programme of Statistical Surveys.
The survey collects data about incomes, expenditures and consumption of households, i.e., data about primary elements of personal consumption, as well as data about some important indicators of living standard (dwelling conditions, possession of permanent goods, etc.) and primary data about demographic, economical and sociological characteristics of households.

The sample of the survey is two-stage stratified sample, with enumeration areas as primary and households as secondary selection units. On annual level, the sample consists of 1560 households, each month 26 enumeration areas, i.e. 130 households are selected.
The 2006 survey examined 1300 households which makes the 83% response rate.
The HBS questionnaire, which is administered to each household selected for the survey, includes a household roster, a dwelling section, sections on ownership of durables, different non-food expenditures, as well as on incomes.
Two different recall periods are used: (i) 3 months and (ii) 12 months; in addition, households are also provided with a diary at the beginning of the interview, and are asked to keep a daily record of all their food and non-food expenditures during the reference period (i.e. one month), as well as incomes received.
The data collected therefore provide a reasonably comprehensive information base to track changes in living conditions.

The survey uses the questionnaire based interview method, where the reference period for permanent goods is 12 months, for semi-durables 3 months, using the diary (household is running the consumption diary in the reference month).
