The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank Group’s clients, partners, and other stakeholders across the globe in client countries. The Strategic Insights Group surveyed 29 countries in FY2012 (July 2011-June 2012), 41 countries in FY2013 (July 2012-June 2013), 42 countries in FY2014 (July 2013-June 2014), 35 countries in FY2015 (July 2014-June 2015), 45 countries in FY2016 (July 2015-June 2016), 35 countries in FY2017 (July 2016-June 2017), 39 countries in FY2018 (July 2017-June 2018), 42 countries in FY2019 (July 2018-June 2019), 21 countries in FY2020 (July 2019-June 2020), 36 countries In FY2021 (July 2020-June 2021). In FY22, surveys were conducted in 25 countries. Nearly all of the World Bank Group’s client countries are surveyed in every three year cycle.
The Country Opinion Survey in Armenia assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Armenia perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Armenia on 1) their views regarding the general environment in Armenia; 2) their overall attitudes toward the WBG in Armenia; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Armenia; and 4) their perceptions of the WBG’s future role in Armenia.

From December 2022 to February 2023, 197 stakeholders of the WBG in Armenia were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. Participants were drawn from the Office of Prime Minister; office of a Minister; national government institutions; local governments; multilateral agencies; private sector; civil society organizations; from the academia, research institutes, and think tanks; from the media and other organizations.
The response rate was 57%
The results in this year’s Country Survey were compared to those in the Country Survey conducted in FY18 (response rate was 85%, N=170). Comparing responses across Country Surveys reflect changes in attitudes over time, but also changes in respondent samples and changes to the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales/options were analyzed.
The distribution of the stakeholder groups in the final samples in FY18 and FY23 country surveys are listed in the table on the right. This year’s survey saw an increased outreach to and response from multilateral agencies, but a decrease in outreach to and response from high-level government offices. These differences in the stakeholder composition between the two years should be taken into consideration when interpreting the results of the past-year comparison analyses.
