This was a one-time survey of all civil servants.
The National Census of the Liberian Civil Servants (NCLCS) was undertaken by the Liberia Institute for Statistics and Geo-Information Services (LISGIS) and the Civil Service Agency (CSA) as the implementing agencies. The census was conducted at a time when the Government of Liberia owed up to 17 months of salary arrears, which was inherited form previous government. It was also at a time when the National Transitional Government of Liberia (NTGL) was striving to ensure that salaries of civil servants remain current even with its limited resource base. All these against the backdrop of persistent claims of pay roll padding and or a bloated public sector pay roll.
