This is the third round survey of the ECED Project held on January-June 2013.
The aim of the study is to evaluate a community based early education and development program launched by the Department of Non-Formal Education Ministry of National Education. The program was developed in collaboration with the World Bank with a total budget of US$127,000,000 and targets an estimated 738,000 children aged 0 to 6 living in approximately 6,000 poor communities (dusuns). The aim of the program is to increase access to early childhood services with the secondary aim of improving school readiness.

The first version of the catalog was done in May 2013. The second version is based on the latest data cleaning for public per January 2014.

The survey included a second follow-up interview of a panel of children aged 1 and 4 years in 2009, their caregivers, heads of villages, health service providers, and education service providers.

Sampling
The trial was a pragmatic cluster (by village) randomized controlled trial with an additional matched control group. Sampling included 310 villages in the following 9 districts:
- Bengkulu, Bengkulu Province
- Sarolangun, Jambi Province
- Lampung Timur, Lampung Province
- Majalengka, Jawa Barat Province
- Rembang, Jawa Tengah Province
- Kulon Progo, DI Yogyakarta Province
- Ketapang, Kalimantan Barat Province
- Sidenreng Rappang, Sulawesi Selatan Province
- Lombok Tengah, Nusa Tenggara Barat Province
It was planned that batch 1 would receive the first block grants at the start of the project. Block grants for batch 2 and batch 3 were to follow after nine and eighteen months respectively. A selection of villages was randomly allocated to either batch 1 or batch 3 (within each district), this sampling feature was used during the evaluation design.
The team made every attempt to interview all children aged 12 to 23 months included at baseline, in the fourth-round survey in 2016. Additional instruments were also used to conduct a deeper analysis of school readiness for children attending ECEDs. As a result, teachers in ECEDs and lower grades in elementary schools were included as respondents to provider their assessment of their students. Children also participated in testing designed for different age groups (6-7 years old or 8-9 years old).
For the third round, the Household Questionnaire was divided into two types: Household-Short Questionnaire (for panel households) and Household-Long Questionnaire (for new households). The Child Test was administered in schools to panel children (if they are 6 years or older) and their classmates (every village will conduct the Child Test in a maximum of 3 schools/DF to capture all panel children). For the new children included in the Child Test, their parents will be interviewed for the Household Long and Caregiver Questionnaire.

The core team routinely did supervision in project districts. They also aimed to evaluate and report the progress of field surveys.
Examples of cases found during field team survey, especially caused by the implementation of additional instruments: in Child Test, in some cases children go to school located outside the sampled village. Another example - some villages are known as prone areas hence field team has to spend more time during survey.
