Abstract
The Colombian government through the development of public politics, has defined as its priorities
and in accordance with the acquired compromises during the Development Millennium Objectives to reduce
inequalities, principally those that have led part of the population to be categorized in a situation of extreme
poverty. The strategy adopted by the national government for decreasing high indexes of basic needs which
are not being satisfied and that consequently increase the poverty rates, is to give conditional transfers to the
vulnerable population as it has been done in some Latino-Americans countries, additionally they want to
facilitate the access to public health, education and alimentary security in order to reduce the poverty ‗gabs
and increase the opportunities they may have in order to surpass these gabs. However, even if the public
indexes show a constant reduction of poverty and extreme poverty, the reduction is slow, specially for the
cases of extreme poverty, which implies that the country has to invest even more if it wants to better the
conditions of the most vulnerable population, specially in rural zones.
